Levitation and HRC Sign Procurement Agreement for SAF200 eVTOL Program
On May 26, 2026, Levitation, a pioneer in electric vertical take-off and landing (eVTOL) aircraft development and manufacturing in China, and HRC officially signed a procurement agreement for the SAF200 program in Shanghai. Under the agreement, the two companies will collaborate on the development of Levitation’s next-generation heavy-class passenger eVTOL aircraft, combining their respective expertise to advance safe, efficient, and sustainable air mobility solutions for the emerging low-altitude economy.
The signing ceremony was witnessed by representatives from the Shanghai Municipal Commission of Economy and Informatization, Songjiang District Economic Commission, Songjiang Investment Promotion Center, and Xinqiao Town.

China’s low-altitude economy has rapidly emerged as a strategic growth sector and has been highlighted in the Government Work Report for three consecutive years. In 2026, it was officially designated as one of the country’s emerging pillar industries. As one of the key industrial hubs within the Yangtze River Delta region, Songjiang District is accelerating the development of a comprehensive low-altitude aviation ecosystem spanning R&D, manufacturing, operations, and services. Against this backdrop, the cooperation between Levitation and HRC represents an important example of supply chain collaboration within the region’s low-altitude aviation industry and will contribute to the advancement of passenger eVTOL technologies for applications including intercity transportation, low-altitude tourism, and emergency response.

Both Levitation and HRC have established strong positions within the rapidly evolving low-altitude aviation sector. Levitation brings extensive experience in civil aircraft development, complemented by capabilities in aircraft leasing, manufacturing, and commercial operations. This integrated expertise provides a strong foundation for addressing key industry challenges related to airworthiness certification, aircraft performance, and localization. HRC is among the few Tier 1 suppliers in the industry with integrated capabilities spanning airframe design, carbon fiber component manufacturing, structural assembly, and final aircraft integration. For the SAF200 program, HRC will serve as a core structural manufacturing partner, responsible for the development and production of key airframe structures. Leveraging experience gained from multiple aircraft platforms and development programs, HRC will support the project with proven engineering and manufacturing capabilities while working closely with Levitation to accelerate technology maturation and commercial deployment.
